KABUL: During an extra-ordinary meeting held on Sunday and attended by World Health Organization (WHO) high ranking delegation and a number of the relevant ministries, Chief Executive Dr. Abdullah Abdullah stressed on implementation of polio vaccination drive in turbulent areas, Bakhtar News Agency (BNA) reported. Appreciating WHO humanitarian assistances, CE Abdullah asked for further cooperation in this respect.He added non-contagious diseases are being increased and a solution should be sought for that.Minister of public health Feruzuddin Feruz reported that uprooting polio is our priority, adding polio results have been in contrary with our expectation and it shows increase in compare with last year, the agency added. He also reported that his ministry has signed a health package with WHO and they need financial support to execute that.WHO chairman vowed to cooperate with Afghanistan in implementation of the health package and would continue its financial assistances. Most of your efforts and resources are spent elsewhere trying to grab the Hearts & Minds of the local population. Providing security to the civilians, persuading the local villagers to reject the Taliban and isolating Militia leaders is your main focus.

Counter-Insurgency will have better results in the long run than conventional tactics but a simple incident during a routine patrol can ruin your relationship with the locals and damage your image in the Western newspapers.

The Afghanistan terrain offers a very good cover to the rebels who can easily hide in the mountains and natural caves. Patience and good use of technology can give you the decisive advantage in this merciless game of hide and seek. When you spot an enemy unit or an opium plantation with a drone, you call in air support or artillery to eliminate the target immediately: speed will be crucial!.

But having the air supremacy is not enough to win the war against the insurgents. IEDs, rocket launchers and sneaky ambushes are common threats for your ground units and helicopters.

The White House has ordered the Pentagon to draw up plans for a troop withdrawal from Afghanistan, two defense officials and a person briefed on the matter told NBC News.

The plans are due shortly after the new year, according to the officials. They cautioned that no decision has been made, but President Donald Trump wants to see options.

The White House has asked the Pentagon to look into multiple options, including a complete withdrawal, the officials said.

An Afghan official told NBC News that Trump is considering a substantial drawdown of U.S. troops in the country.

The Pentagon did not return a request for comment.

The officials described the Afghanistan request a day after the Trump administration said it was pulling all U.S. forces out of Syria.

The U.S. has approximately 14,000 troops in Afghanistan. Trump has repeatedly expressed his impatience with the 17-year-old war.

NBC News reported in July that Trump's stance prompted U.S. diplomats and commanders to gamble on a bid to kick-start peace negotiations, including holding direct talks with the Taliban.

The U.S. special peace envoy for Afghanistan, Zalmay Khalilzad, has been reaching out to top Taliban leaders in a bid to launch peace negotiations to end the war before Trump decided to order U.S. troops out of the country, two foreign diplomats told NBC News in late November.

The Trump administration has also sought to force the Taliban to the negotiating table with a massive bombing campaign. The number of U.S. bombs dropped on Afghanistan hit a record high in 2018, with more than 5,200 as of September 30.
