The jury selection process is slated to begin Feb. 23.

Golsby has pleaded not guilty to charges of rape, kidnapping and murder. If convicted, he faces the possibility of the death penalty. His defense attorneys have declined repeated recent requests for comment following his most recent court proceedings.

Golsby, a convicted sex offender, was released from prison homeless three months before Reagans death in November of 2016.

As a tier three sex offender, no halfway house would initially accept him, according to a 10 Investigates review of parole records and interviews conducted with those close to the matter.

At the request of the state, Alvis in Columbus agreed to place a GPS ankle monitor on Golsby.

But 10 Investigates found that Golsby was not closely monitored. And no geo fences inclusion or exclusion zones were assigned to Golsby a failure on the part of the state and its parole officers which violated a 2016 state corrections policy.

Golsby also faced little sanction even after failing to charge the battery on the device and being caught AWOL from the EXIT program, the community residential housing facility that later agreed to take him in.

Police say data from Golsbys GPS ankle monitor places him at a series of robbery locations in the German Village neighborhood in the weeks leading up to and the days before Reagans disappearance, as well as at Scioto Grove Metro Park where Reagans body was found February 9, 2017.

Police also say DNA found on a cigarette butt found in Tokes car matches Golsby.

As 10 Investigates first reported in November, the Ohio Department of Rehabilitation and Correction may have violated its own 2016 policy by failing to assign exclusion zones that wouldve restricted Golsbys movements.

Video surveillance from the Columbus bus system shows he traveled throughout the Short North area the night Reagan disappeared.

10 Investigates also asked the Tokes about another discovery we first reported in November - that Reagan wasnt the first victim of lax monitoring.

There were others who fell victim to paroled felons under state supervision who were not watched and went on to commit additional acts of violence.

But a months-long investigation by 10 Investigates has found thats not true.

Through a series interviews and open records requests spanning months, 10 Investigates found documents showing the state has known about problems within its parole system for years but failed to act.

10 Investigates also found the state may have violated its own policy in some cases by failing to require exclusion and inclusion zones that wouldve restricted the movements of ex-offenders once theyre released from prison.

Reagan Tokes wasnt first victim of flawed system. Ronda Blankenship is one of those other victims.

She survived an armed robbery in December of 2013 at a home in Barberton, Ohio. She is the only survivor.

Her boyfriend, Johnny Kohler and his two children, Ashley Carpenter and David Kohler-Carpenter, were shot dead.

Ronda lost her eye and was stabbed in the face as she says she tried to intervene.

It all happened in six minutes and it seemed like it took forever. It was like a lifetime, Blankenship said. And come to find out he was wearing a GPS tracker.

After serving 12 and half years for rape and attempted murder for placing a gun inside a woman and pulling the trigger, Hendon was released from prison and assigned a GPS ankle monitor through the Oriana House in the Akron, OH area.

According to ODRC figures for October 2017, there are 453 parole officers assigned to monitor 38,015 ex-inmates who are now under state supervision.

A first honors student at Mastery Charter Thomas Campus, the 12-year-old loves baseball, but Joey cant shake the troublemakers at school.

They dont like me, they never did, he says.

Overnight, this seventh-graders schoolyard differences followed him home, spray-painted for all to see on his South Philadelphia home where he lives with his parents and two younger siblings.

The threatening racially-charged words cut deep.

I turned around and just went, Oh my God. I called him and said, Hurry up, get out here and look at this, Margaux Messina, Joeys mom, said.

He walked outside and saw that, he came right in, said, Dad, I am scared now, said Joeys dad, Joe Messina.

Joeys mom and dad say their son was targeted because of his race. The family is white.

They have police reports documenting a 6-on-1 school hallway attack that happened three weeks ago.

And then they all started coming in and punching my back, I was covering my face, the younger Messina said.

The Messinas accuse staff at Mastery Charter Thomas Campus of looking the other way.

They let them run that school. Its a shame to say, they really do, Margaux Messina said. They dont care about the gangs in there, they deny that when there really is.

Philadelphia police now have detectives assigned to investigative the graffiti.

In this specific case, the nature of what was said does lead us to believe there is a racial component because of a specific word that was used, Capt. Sekou Kinebrew said in a brief interview.

Joeys dad is at a loss in dealing with what has arrived at his doorstep.

I want to go up to that school and confront the main people and how am I composing myself, I dont even know. Im ready to explode, said Joe Messina.

In a statement obtained by CBS3, the school says, Our job is to keep students safe. We have a zero-tolerance policy for bullying and investigate all allegations thoroughly and expeditiously. For all off-campus indents, we defer to the police for appropriate follow-up.

The school added Joe Messina, the father, is no longer allowed on campus because of a pattern of behavior. They declined to provide further details.

A city anti-graffiti crew washed down the wall of the Messinas home.

(KMOV.com) Police in North County were called to an overnight disturbance involving around 300 people at the Hilton St. Louis Airport Hotel.

A woman said a group of protesters from St. Louis who were in Memphis protesting for a $15 minimum wage had just gotten back into town and the hotel was their debriefing area. The woman, who was a member of the protest group, said many of them did not have reservations for Monday night at the hotel but were planning on catching a ride from the location.

Nobodys calm, everybodys trying to figure out when we leaving, where their bags at. Thats what was going on," said Ronisha Pampkin.

It is unclear if the hotel asked the group to leave or if they called the police to settle down the crowd.

When dozens of police officers arrived at the hotel, people appeared to get agitated and tensions rose. News 4 obtained video of officers detaining at least one person for a short period of time but a witness said no one was arrested and booked.

Tons of people and a bunch of chaos, Pampkin said. So, I get where they was coming from also but they gotta understand where we coming from too. Wed been marching all day, literally. We tried to explain this to them but theyre not hearing that. Dont nobody want to get locked up.

Pampkin said there was not a fight at the hotel but there were frustrations between the protesters and protest organizers that added to tensions.

Police have not released any further details about the incident.

Cmdr. Paul Bauer of the Near North District was shot several times a little before 2 p.m., according to police Superintendent Eddie Johnson. He said a suspect was taken into custody and a gun recovered.

Its a difficult day for us, but well get through it, Johnson told reporters outside Northwestern Memorial Hospital, where Bauer had been taken.

Bauer, 53, joined the department in 1986 and worked all across the city over his career from the South Side to the specialized mounted patrol unit to his current position as commander of the busy and high-profile Near North District.

Bauer was shot after a man started running from tactical officers who had tried to stop him for questioning, according to Johnson. The officers radioed a description that the commander heard, he said. Bauer, in the area of the Thompson Center after a training session, confronted the suspect, who opened fire.

Police radio traffic caught the moments before the shooting, including a warning from one of the pursuing officers, Dont anybody get hurt. We just wanted to do a street stop on him.

At the beginning of the chase, an officer is heard saying over the radio that he had tried to stop the suspect but he took off running. "He took off, he was running from me, we just had a shooting the other day," the officer radioed.

He described the suspect as wearing a long black coat with a fur collar and last seen running south on Dearborn Street. Within a minute, another officer said he saw the man. He told a dispatcher he was near Clark and Lake streets, State of Illinois building towards City Hall.

It was the last thing heard from the officer. The dispatcher asked, repeatedly, over the course of more than three minutes for the officer to come back on the air. There was no response.

The first officer came back on the air and said, Dont anybody get hurt. We just wanted to do a street stop on him and he took off on me. But he was in the area where weve had a lot of narcotics sales and a shooting on Saturday.

The dispatcher replied, "I understand, but somebody else is following him and we want to make sure we get him help.

A different officer came on the air and said police found the suspect and had him in handcuffs. They said the suspect had a gun on him.

An officer came on the air reporting a person had been shot. We have a person shot in the stairwell. Possibly related to the guy we were chasing at the State of Illinois building.

The dispatcher said, OK, is that an off-duty PO (police officer)?

The first officer got back on the air and said, Theres a radio laying (sic) next to him. Oh s---. Squad, I need somebody over here ASAP. It is.

Dispatcher: We have a 10-1, we have an off-duty shot. We have units on the scene.

Guglielmi later clarified that Bauer was actually on duty at the time of the shooting.

Noreen Janko said she was walking back to her office building across the street from the Thompson Center when she heard shots.

I heard the gunshots go off, about five shots, and then the stairs there to the Pedway, I think they have the guy cornered because they lock those doors down there, Janko said. So they took him with shackles and then they put him in the squad. Then the ambulance came, about five minutes (later) they brought out a guy who was shot. He was on the stretcher, there was blood and they were doing (CPR).

I was walking down the street and I heard pop pop pop pop pop, Janko said. And I said to the girl next to me, Is that what I think it is? And she said, Yep. I said, Aw geez. And everybody is scurrying all over and I see the police head to the stairs there. Theres a stairwell there. And it goes downstairs. I heard that the door is locked there. It used to be a Pedway, but now, for security reasons they have it locked.

Anyway, so they had him cornered, and eventually they brought him up the stairs and put him in the squad, Janko said.

During his tenure in the Near North District, Bauer spoke publicly about trying to rebuild trust in the community but also the frustration he felt about the high bar to prosecution when it came to career offenders.

Were not talking about the guy who stole a loaf of bread from the store to feed his family, he told the Loop North News in November 2017. Were talking about career robbers, burglars, drug dealers. These are all crimes against the community. They need to be off the street.

During a 9-1-1 call placed late Saturday the victim reported she was assaulted after discovering 53-year old Michael Lindsey hiding in a closet of her home. The womans 12-year old daughter was also present.

Deputies arrived at the scene and insured the safety of the victims who had locked themselves inside a room because they werent sure if the intruder was still inside the home, Early County Investigator Captain Will Caudill said.

Officers also discovered 53-year old Michael Lindsey outside the home. He was taken to a Blakely hospital and pronounced dead. Hes believed to have stumbled from inside before collapsing. Prior to the shooting she fought off her attacker with a spoon, a police report states.

Caudill said Lindsey molested a child in 1999 and is listed on the Georgia Sex Offender Registry.

Caudill said his car was found parked behind a motel located a short distance from the home. He isnt sure if he had broken into the home before the victim arrived home or afterwards.

Records indicate the victims home had recently been burglarized twice. Caudill isnt sure if those incidents are related to the home invasion.

No charges were filed against the woman who fatally shot Lindsey, and Caudill predicts if no new evidence is discovered none will be.

We plan to present our findings to the district attorneys office, a standard practice on these type cases, and they can decide what action, if any, should be taken.

An Early County grand jury could consider evidence.
