Moises Eliseo Rodriguez Ayala, 25, is accused of killing his sister-in-law, 23-year-old Zuleika Hernandez, the Houston Chronicle reported.

Houston Police found Hernandez on April 24, three days after she was last seen entering her home when witnesses say they saw a truck leaving that tied Ayala to the crime scene.

Investigators believe that a struggle took place between Hernandez and her attacker in multiple rooms throughout the house before her attacker beat her to death with a board, KHOU-CBS reported.

Ayala reportedly gave police a statement of confession in which he allegedly admitted to not only killing Hernandez, but also stealing property that belonged to the couple so that he could sell it.

U.S. Immigration and Customs Enforcement (ICE) confirmed to Breitbart Texas that Ayala, from El Salvador, is also an illegal immigrant and was previously deported in 2012.

On May 9, officers with U.S. Immigration and Customs Enforcement (ICE) placed an immigration detainer with Harris County (Texas) Sherriffs Office on Moises Eliseo Rodriguez Ayala, 25, from El Salvador, following his arrest on criminal charges. ICE deported Moises Eliseo Rodriguez Ayala in July 2012, ICE said in a statement to Breitbart Texas.

Ayalas Brother, Antonio Rodriguez Ayala, was detained in March by ICE, an event that prosecutors allege led to the murder.

Antonio Rodriguez Ayala entered ICE custody March 29. An immigration judge granted him bond, and he was released from ICE custody April 28 after posting bond, ICE said in their statement to Breitbart Texas.

The vehicle had a sign on the tail gate Antonio Ayala Roofing, damage to the hood and a large sticker on the rear window resembling an ElSalvador flag with the numbers 503 on it, according to a statement from Houston Police.

While the numbers 503 represent El Salvadors international calling code, they also represent Mara 503, a gang that is directly related to Mara Salvatrucha, also known as MS-13.

Neither prosecutors nor investigators have stated that there is any connection between Ayala and his brother to this gang as of now.

Illegal Immigration Decreases Significantly Along Southern Border – National Review

Last October, then-U.S. Secretary of Homeland Security Jeh Johnson attempted to explain the 23-percent increase in illegal immigration apprehensions along the southwest border in one year. Border security alone cannot overcome the powerful push factors of poverty and violence that exist in Central America, Johnson argued. Ultimately, the solution is long-term investment in Central America to address the underlying push factors in the region.

Central America remains violence- and poverty-ridden. But under the leadership of President Trump and DHS Secretary John Kelly, apprehensions of illegal immigrants along the southwest border have dropped significantly. According to the Washington Times, southwest border crossings are at their lowest point in 17 years.

In a DHS report released on Tuesday, U.S. Customs and Border Protection officials announced that only 11,000 individuals were apprehended along the southwest border in April. This decrease in apprehensions is likely not a fluke: Indeed, every month that Trump has been in the Oval Office, the number of apprehensions along the southwest border has declined. In February, Trumps first full month in office, there were 18,000 apprehensions; one month later, there were 12,000. These numbers sit in stark contrast to those in November and December (when President Obama was still in office but Trumps presidential transition was underway), which saw 47,000 and 43,000 apprehensions, respectively.

DHS spokesman David Lapan reasoned that the decrease in apprehensions occurred because of the change in our enforcement policy. People in Central America are waiting and watching what happens rather than taking the long journey, Lapan said, adding, When you get here, its likely you will be caught and returned to your country.

It seems that the U.S. didnt need to make a long-term investment in Central America to decrease illegal immigration; it just needed to enforce its immigration laws.

Majority of Unemployed Americans Want Obamacare Repealed, Illegal Immigration Stopped – Washington Free Beacon

Mostunemployed Americansfavor repealing Obamacare and sayit would be easier to get a job if there was less illegal immigration, according to a survey from Express Employment Professionals.

The group surveyed 1,500 Americans age 18 and older who were unemployed from March 14 toApril 6. Although most of those surveyedfavored Democratic candidate Hillary Clinton over RepublicanDonald Trump in the election, they expressed support forconservative policies such as repealingthe Affordable Care Act and limiting illegal immigration.

Thirty-five percent of those polledvoted for Hillary Clinton, 25 percent voted for Donald Trump, 34 percent didn't vote, and the remainder voted for Libertarian candidate Gary Johnson or Green candidate Jill Stein.

Only 20 percent of the unemployed currently have insurance under Obamacare, yet 57 percent say they want to repeal it. Forty-three percent of the unemployed said they want it to stay.

In addition, 58 percent of the unemployed said it would be easier to find a job if there was less illegal immigration while 42 percent did not agree.

Despite the fact that more unemployed Americans supported Clinton, a pluralityof those polledsaid they thought the Trump administration would have a positive impact on creating jobs. Thirty-nine percent said Trump would have a positive impact, 35 percent said he would have a negative impact, and 26 percent said there would be no impact at all.

When asked how Trump's policies would affect their job search, the result was mixed. Thirty percent said Trump's policieswould make it harder to find a job, 30 percent said they weren't sure, 22 percent said they would have no impact, and 18 percent said they would make it easier to find a job.

Forty percent of the unemployed said they think the economy is headed in the right direction, while60 percent said they think it's headed in the wrong direction.

"While Democrats and Republicans seem to be polarized, the views of the unemployed appear to be much more mixed," said Bob Funk, CEO of Express Employment Professionals. "Among unemployed Americans who voted, Hillary Clinton was the clear winner, but in general the unemployed are expressing opinions on health care and immigration that might put them more in line with President Trump."

ICE: Courthouses Not Off-Limits For Arresting Suspected Illegal Immigrants – CBS Local

May 9, 2017 9:46 PM

By Rick Sallinger

DENVER (CBS4) U.S. Immigration and Customs Enforcement is defending arrests caught on camera at the Denver Lindsey-Flanagan Courthouse.

Shot from a cellphone, a man is seen struggling with two ICE agents on the ground just inside the door to the courthouse.

(credit: CBS)

Thats not okay, thats not okay, a woman shouted to the agents in the video. Youre breaking his arm; you are going to hurt him, she said at one point.

ICE says the man had received final deportation orders five years ago and had two misdemeanor convictions. But its the place where it occurred that has immigration attorneys upset.

If ICE wants to do its work thats fine. What it shouldnt be doing is meddling in our local systems, said Hans Meyer, the attorney who did not shoot, but released the video, at a news conference.

in February Meyer released video from the same courthouse showing one of his attorneys confronting ICE agents by an elevator and in a hallway.

Are there other agents here? The female attorney asked an agent on camera,

I cannot speak with you, Im sorry, the agent replied.

When the attorney approached two other men nearby she asked if they were with ICE and acknowledged they were.

Denver Mayor Michael Hancock, the city council, and Denver Public Schools last month wrote a letter to ICE asking them to respect sensitive locations in making arrests mentioned the courthouse.

Another detention was captured by an attorney as he walked his client out of the same courthouse. The lawyer, Matthew Keller, told CBS4, I heard some noise and there were three undercover ICE officers and they were already placing him in handcuffs.

ICE says Antonio Garcia had two prior drunk driving convictions and has pleaded guilty to two others this year.

According to a release, ICE honors areas deemed sensitive, but a courthouse is not one of them.

Here Is The Simplest Way to Deter Illegal Immigrants – Newsweek

This article first appeared on The Foundation for Economic Education site.

Department of Homeland Security Chief John Kelly stated in a closed-door meeting about immigration policy with House Democrats last month:

The least of my worries right now [is] anyone who falls in the general category of [Deferred Action for Childhood Arrivals (DACA)].

Even though Trump originally promised to repeal DACA on day one of his presidency, he has yet to do so and the Department Homeland Security would be wise to focus its attention elsewhere, as Kelly inferred in his recent statement.

Conversations about repealing DACA distract from real concerns about the safety of Americans and the benefits of immigration, and also ignore fundamental causes of illegal immigration.

DACA is an executive order from President Obama which temporarily stayed the deportation of undocumented immigrants brought unwittingly to the United States by their parents as children.

Among several other requirements, individuals applying to DACA must be enrolled in school, graduated from high school, enlisted in the military, undergo a background check and go through other extensive screening processes to determine if they present a public safety risk or if they qualify to remain in the United States.

Hoyannee Malatchanyan, a 10 year-old from Armenia, waves the American flag after taking the Oath of Allegiance to become a U.S. citizen during a citizenship ceremony at The Bronx Zoo, May 5, 2017 in The Bronx, New York City. Josh T. Smith and Ryan Yonk write that people would come legally to the US if they could, but with the turmoil from their home countries at their heels they make the decision to jump over the border however they can, rather than wait for paper-pushers. As even this list of abbreviated requirements indicates, the DACA screening process works to ensure that individuals who are an unacceptable risk do not qualify to remain in the United States. In fact, DACA goes even further than just mitigating risks, it specifically looks for the most productive people those who are certainly a net benefit to the United States.

A recent study by several immigration experts finds that DACA participants are almost twice as likely as the average population to start a business. These businesses are as simple as online craft stores, like Etsy, or as complex as tax preparation services and technology startups.

Claims are often made about the number of American jobs that are being lost to immigrants, but those claims fail to acknowledge the positive secondary effects that immigration can have.

More people actively working and living in a community means more people shopping at grocery stores and participating in the local economy, which means those enterprises expand as well. The supposed negative effects of immigration on employment and wages are overblown and largely debunked by academic researchers.

The fundamental problem with policy solutions like repealing DACA lies in the fact that its repeal does nothing to solve the problems that cause illegal immigration. Those from common illegal entry countries are willing to pay large amounts to enter the United States because they expect to benefit from living in the US.

In 2012, the Competitive Enterprise Institute (CEI) reported immigrants in Central America pay as much as $10,000 to be smuggled across the border. Their willingness to pay this much raises an interesting question; why arent people just entering legally if they can afford to pay for smuggling?

The answer is the burdensome bureaucracy potential immigrants face. As Rachel Wilson, an immigration attorney, describes her work helping people immigrate:

I went into law school to fight the man, but I'm not fighting the man, I'm fighting a bureaucracy.

She noted, complying with the current rules can take over a decade as bureaucrats determine the degree of a relationship between family members and other requirements.

It seems people would come legally if they could, but with the turmoil from their home countries at their heels, they make the decision to jump over the border however they can, rather than wait for paper-pushers.

Instead of pursuing piecemeal changes to immigration policy, President Trump would do well to work with the United States Congress to comprehensively reform the immigration process and make it easier for potential immigrants to navigate.

The screening process must balance security with simplicity so that immigrants are not deterred from entering legally, and thus pushed towards entering illegally. If you want to stop illegal immigration, it makes sense to streamline legal immigration.

President Trump and policy makers interested in dealing with the problems of our immigration system would be well advised to focus their attentions elsewhere and instead devote their energy to meaningful changes that will simplify the immigration process and ensure the United States remains safe.
