Commissioner blasts driver license veto

Tired of seeing children lumped into the issue of immigration, some Osceola County officials rallied against Gov. Rick Scotts veto on Requirements for Driver Licenses bill at Valencias Osceola campus on Monday.

Led by Osceola County Commissioner John Quiones and FRACEV president Bishop Angel Marcial, representing more than 2,000 Latino congregations in Florida, the rally highlighted the number of frustrations that children of undocumented immigrants face growing up in the United States. For those who already graduated from the state public school system, it becomes harder for them to pursue a college education or drivers license because their parents dont have legal citizenship.

The core of the bill is to make sure that Dreamers have the opportunity to get a license sooner and not wait through the federal process that could take months, said Quiones.

There is currently a state law that allows those with a federal employment authorization card to obtain a temporary drivers license, according to a press release from Scott about the veto, but the process takes at least 90 days. The vetoed bill would have allowed young adults of undocumented immigrants to use their approved Deferred Action Process for Childhood Arrivals application to apply for a license, making the process faster for them.

The Deferred Action Process, passed in June 2012, gives a two-year protection to eligible children of undocumented immigrants under the age of 31 against deportation, provided that they have graduated high school or received a GED, are currently in school or served in the Armed Forces of the United States.

Compared to higher education and employment, a bill on drivers licenses looks like a small detail to the bigger issue. But, for those growing up in the United States, or Dreamers, in honor of the failed DREAM Act in 2010, a license is the key to both of those opportunities and more. Supporters of the bill believe that speeding the process would allow them to continue their education and work more smoothly.

Theyre just innocent children that came here, through no fault of their own, and were part of the education system, and all theyre trying to do is better themselves and better this country by getting a better education. To me, that is different than someone who is illegally crossing the border, said Quiones.

Marcial, Quiones and other members of FRACEV talked to Scott over the weekend, requesting the governor to amend the current state law process to 20 days, as an alternative to the vetoed bill. Quiones also is pushing the issue even further to the Florida legislature, with the goal of it becoming the topic of a special session in the future.
