Liberals win Quebec vote

MONTREAL The Liberal Party won Quebecs legislative elections Monday, in a crushing defeat for the main separatist party and major setback for the cause of independence in the French-speaking province.

Official results Monday showed the Liberals, staunch supporters of Canadian unity, won or were leading the race in about 75 of the of National Assemblys 125 seats, outstripping the separatist Parti Quebecois.

Those results will allow the Liberals to form a majority government, less than 18 months after voters had booted the party from power for the first time in nine years.

Quebec Premier Pauline Marois, who led a minority government, called the snap elections last month in the hopes of securing a majority for her PQ party. But the campaign stirred up speculation that a PQ majority would ultimately lead to another referendum on independence from Canada, an idea that has lacked support in recent years.

Fears of a referendum galvanized supporters of the Liberals.

Marois had tried to mute talk of another referendum on independence. She had hoped instead to make the election about the PQs proposed charter of values, a controversial but popular law that would ban public employees from wearing Muslim headscarves and other overt religious symbols.

But the strategy backfired early in the campaign when one PQ candidate, multi-millionaire media baron Pierre Karl Peladeau, burst onto the scene with a fist-pumping declaration of his commitment to make Quebec a country.

Liberals hope for re-election in 5 west Quebec ridings

Voters will cast their ballots in five western Quebec ridings on Monday, each held by aLiberal incumbent, but there are two ridings that were close calls in 2012.

The closest race in the last Quebec election was in the riding of Papineau, where Liberal Alexandre Irac edged his Parti Qubcois opponent, Jean-Franois Primeau, by just more than 200 votes.

The two will once again go head-to-head in Mondays election.

There was also a close race in the Hull riding where Liberal Maryse Gaudreault beat Parti Qubcois candidate Gilles Aub by fewer than 2,500 votes in 2012. They will each have their names on the ballots once again.

The other three ridings, which were fairly clear Liberal wins two years ago, are Chapleau, Gatineau and Pontiac.

The polls have the Liberals ahead of the ruling PQ heading into Mondays election, but the margin has tightened in the waning days.

Ontario's Liberals may go green to fund public transit

TORONTO - With the prospect of an election growing more likely every day, the minority Liberals' spring budget may turn out to be more campaign platform than peace treaty.

It will also need to lay out a plan to fund a massive expansion of public transit in the vote-rich Greater Toronto and Hamilton area one of their key promises without raising taxes for the middle class.

Premier Kathleen Wynne has promised that a new "revenue stream" to raise the estimated $2 billion a year that's needed to fund public transit will be unveiled in the budget, expected May 1.

But she's ruled out a hike in the HST, gas tax and personal income tax for middle-income families, which has been defined in finance documents as individuals earning between $25,000 to $75,000 a year.

Wynne could raises taxes for businesses or higher-income earners something the kingmaker New Democrats could support.

Last December, a government-appointed panel recommended that the Liberals raise corporate taxes to 12 per cent, coupled with other measures such as hiking the gas tax and the Harmonized Sales Tax.

Metrolinx, the provincial transit authority, had proposed a 15 per cent increase in development charges for businesses, as well as an average 25 cents per day off-street parking levy, among other "revenue tools."

However, the parking charge could be passed on to drivers who use those spaces in places like shopping malls. As well, both measures on their own won't raise the billions of dollars annually that's needed.

Experts say there is another option: so-called "green bonds," which the government plans to issue this year.

Green bonds are a relatively new financing tool, intended to raise money that's used exclusively to support projects with specific environmental benefits.
