WASHINGTON You really wonder why Kentucky's Rand Paul is waiting for the formal announcement.
After all, his campaign for the 2016 Republican presidential nomination already is in motion.
As most of his fellow Republican senators attended a party retreat in Hershey, Pa., aka "The Sweetest Place on Earth," Paul was on the road to Manchester, N.H., aka "New Hampshire's Business Capital," also aka "The Queen City," also aka "Manch Vegas"; and to Concord, N.H., aka "The Capital City," as well as "The City in Coma"; and Litchfield, N.H., with no known nickname but with a fish and game club housed in a Quonset hut that looks like it was rejected from "McHale's Navy."

And then Paul went on to a series of private meetings and a fundraiser in Phoenix, Ariz., aka "The Valley of the Sun," and from there on to Las Vegas, Nev., aka "The Entertainment Capital of the World" and "Sin City," for a dinner meet-up; and up to Reno, Nev., aka "The Biggest Little City in the World," to talk to local media.
We insert the obligatory sentence here: Paul has said he will not decide on a White House bid until "some time this spring."
We now resume the rest of this column, which is obliged to say that the formal decision is about the only thing missing from an otherwise active presidential campaign.
