The More You Know: Rhode Island Law Says Voters Can Vote Without Photo ID

Many conservatives, such as Ann Coulter, like to point to Rhode Islands voter ID law as evidence that such laws do not have disparate racial impacts because Rhode Islands law was introduced and supported by Democratic legislators, and signed into law by formerly-Republican Governor Lincoln Chafee (I-RI). Aside from the silliness of the premise, that Democratic support for a single law refutes empirical proof of their impact and confessions as to their intent, Rhode Islands law differs from other voter ID laws significantly in that it doesnt actually require you to have photo ID to vote.

This isnt even some mystery-shrouded loophole embedded in a sea of legalese, its right there on the Rhode Island state website (emphasis mine):

This year, poll workers will ask you to show a current and valid ID when you vote at your polling place. Voter ID strengthens the publics faith in the integrity of our elections by enabling poll workers to match a voters face to the name they give at the polls.

I know what youre thinking, but no, that provisional ballot exception doesnt sunset when the rest of the law is phased in. Heres the statutory language:

17-19-24.3. Provisional Ballot Procedures. (a) At all elections, a person claiming to be a registered and eligible voter, but who has failed to provide proof of identity pursuant to section 17-19-24.2 shall be allowed to vote a provisional ballot upon executing a provisional ballot voters application. All provisional ballots, together with a provisional ballot voters application, shall be placed in an envelope in the form prescribed by the state board and deposited in a ballot box. (b) The local board shall examine each provisional ballot application to determine if the signature matches the signature on the voters registration. If the local board determines that the signatures match, the provisional ballot shall count. If the local board determines that the signatures do not match, the provisional ballot shall not count and the ballot shall remain in the envelope containing the provisional ballot application and the envelope shall be marked Rejected as Illegal.

In addition to not actually requiring photo ID, Rhode Islands voter ID law differs from other such laws in another critical respect, notes the Brennan Center:

In Rhode Island the photo ID bill that eventually became law was introduced by a Democratic legislator, passed two legislative chambers controlled by Democrats, and was signed by an independent governor.

Senate sponsor Harold Metts said, [I]n this day and age, very few adults lack one of the forms of identification that will be accepted, and the rare person who does can get a free voter ID card from the Secretary of State. While Im sensitive to the concerns raised, at this point I am more interested in doingthe right thing and stopping voter fraud.56 But Rhode Islands bill is significantly less restrictive and differs substantially from the others that passed this session, in two major respects. First, unlike the other states that provide a narrow list of acceptable photo IDs, Rhode Island broadly accepts any ID with a voters name and photograph.

Even given all of the ways that Rhode Islands law differs from the ones that, say, Chris Matthews was referring to when he said that Republicans pursue these laws to disenfranchise traditionally Democratic constituencies, theres also been recent legislative movement to claw back Rhode Islands law:

Rhode Island voters who have no photo IDs would be able to continue to show a government-issued ID when they go to the polls, according to a bill approved by the House Judiciary Committee Tuesday night.

New Haven Register: Sorry for comparing Fox News to KKK

The New Haven Register has apologized for an editorial it ran on Monday in which it argued that figures like Ann Coulter, country singer Ted Nugent and outlets like Fox News share the bigoted ideologies of the KKK.

Condemning a new KKK group in Milford, Conn., the editorial expanded its criticism to personalities and media outlets that perpetuate racism. Nugent and like-minded people arent openly aligning themselves with the Klan, but their message isnt much less hateful, wrote editor Matt DeRienzo.

With that in mind, we shouldnt need a label as obvious as KKK to call out and condemn hatred and racism. Institutions who are helping mainstream this message even if thats Fox News, the national Republican Party, or Toads Place deserve to be called out and, if ultimately necessary, marginalized and ostracized for enabling it.

On Wednesday, Foxs bloodhound Bill OReilly slammed the editorial, calling it a vile, libelous piece of garbage. The New Haven Register should be ashamed, he said. The paper has lost all credibility and it had better apologize in writing by the end of the week. Im not going to let this go.

The criticism prompted DeRienzo to issue an apology to Fox News, though the Register remains critical of the news outlet:

We did not intend to compare Fox News specifically to the KKK and we should have done a better job clarifying that when we said that the same basic message that the KKK has promoted for 148 years is embraced by the likes of Ted Nugent, Fox News, Ann Coulter, a burgeoning array of fringe conservative media. It was a poor choice of words that created an unfortunate comparison between Fox News and the KKK. Were sorry for that. We did not intend to make any such comparison. This comparison should have been more specific to Nugents and Coulters views and statements about people of color, immigrants and gay people, and to be clear, was relating that to the ideology of the KKK, not its abhorrent history of violence.

We stand by our criticism and call for Fox News to challenge and condemn the hatred and racism advocated by guests such as Ted Nugent and Ann Coulter instead of continuing to give them a platform.

Back in 2008, when Senator John McCain ran against Barack Obama for the presidency, little could anyone have guessed that the McCain that came out the biggest winner in that race would not be John. It would be his daughter Meghan.

Matt Spencer reported earlier about Meghan McCains new show, called Raising McCain. But that show is just the latest in a series of star turns for the outspoken daughter of a straight-talking maverick Senator from Arizona.

Meghan McCain blogged about the 2008 campaign train on her own website, McCain Blogette. Her personal take on politics and how it affected her family made her a star, even after the campaign was over.

Meghan McCain is a Republican. But she and her father do not always see eye-to-eye on all issues. And she is often at odds with other highly visible Republican voices, particularly people like Ann Coulter or her fathers former running mate, Sarah Palin.

Young voters have a trust of the young McCain, not seeing her as part of a long-standing establishment, but as an independent voice that they can sympathize with, unbought and unsoiled by the years of politicking that they see older politicians of both parties succumb to.

In 2009, Meghan McCain became a regular author on The Daily Beast, and a contributor to MSNBC in 2011.

McCain told the Television Critics Association that her new show lets her be crazy, be myself and talk about issues.

I came to Pivot because I think there has to be some sort of middle ground between the Kardashians and C-SPAN, McCain said. I want to give people information but not talk down to them. I am so excited. This is the best thing Ive ever done.

She says her father has seen footage of her new show and supports her in this, as opposed to his disappointment when she started work with MSNBC.
