The Libyan eastern ambassador to Saudi Arabia, Abdelbasit Al-Badri, said the Tobruk-based House of Representatives (HoR) wants to file a lawsuit against Qatar at the International Criminal Court (ICC) for what he said the crimes it committed against Libya and Libyan people.

We are trying to do so with the help of the Kingdom of Saudi Arabia. Libyans are trying to bring back peace and security, however; Qatar has always helped divide Libyans. Al-Badri said.

Al-Badri, according to Downtown news page, also said that Qatar attempted to assassinate Khalifa Haftar, the commander of the self-styled army in eastern Libya, but it had failed, adding that it also tried to bomb the HoR headquarters in Tobruk and also failed.

Qatar hindered the implementation of the Libyan Political Agreement that was signed in Skhirat, Morocco since December 2015, attempting to divide Libyans from the inside.
